Depuis 1950, le Tibet vit une tragédie suite à un combat impossible : celui de l'ogre chinois contre le poucet tibétain. Le drame a commencé en 1950, et plus d'un demi siècle après, il persiste encore face à l'indifférence du monde.

En 1965, le Général de Gaulle a créé la télévision régionale pour tenter de contrer une presse écrite qui lui était le plus souvent hostile... Au fils des ans, cette télévision est devenue un miroir, parfois fidèle, parfois déformant, de l’actualité de la région. Cette implantation a-t-elle changé le regard des habitants sur leur région ? Quel est le rôle social de cette télévision de proximité ?
